At 8:30 AM on October 31, the second leg of the Copa Libertadores semi-final will see Peñarol host Botafogo.
Prior to this match, CONMEBOL wrote to Peñarol, demanding that the home team must ensure on-site security and provide a written guarantee. If CONMEBOL does not receive a written assurance from Peñarol by 10:00 AM (Uruguayan time) on Tuesday, CONMEBOL will take necessary measures to ensure the safety of the match venue.
The letter states:
“We request that the Uruguayan Ministry of Interior, together with Peñarol Football Club, provide a written guarantee that they have the necessary security conditions to hold the match in the presence of both teams, and send it to CONMEBOL by 10:00 AM (Uruguayan time) on October 29. Otherwise, CONMEBOL reserves the right to:
1. Determine that the semi-final match be played behind closed doors, or
2. Transfer the match to a neutral venue in accordance with Article 4.2.2 of the Competition Manual.
In addition, the letter mentions that 1,600 tickets have been sold to Botafogo fans, and notes that most of them are already in Montevideo. It also points out that the Uruguayan Ministry of Interior has classified this match as ‘high risk,’ and even so, Peñarol must take the necessary security and logistical measures required by regulations.
In the first leg, Botafogo won 5-0 at home against Peñarol.
